Socialización de Internet. Colombia 2011.

Colombia está que se navega. En el último lustro el consumo de Internet en el país va disparado. El número de usuarios crece mucho más rápido en Colombia que en el total mundial, y además aumenta en todos los estratos socioeconómicos. Opinión de Francisco Pérez-Calle.


Mientras que en otros países se devanan los sesos para persuadir a la gente que Internet les facilita la vida, en Colombia nuestros problemas son otros: por una parte los usuarios crecen mucho más rápido que las suscripciones; y segundo, los proyectos para educar en prácticas seguras en la red son muy tímidos.

Esta columna habla del primer problema. La mitad del consumo en Colombia se materializa en cafés Internet: mientras los estratos altos pueden navegar en sus hogares y trabajos, el grueso de los colombianos paga mil pesos la hora para usar la red en locales comerciales. Si bien estos locales han hecho posible que la mayoría de colombianos aproveche la red, los computadores comerciales públicos frenan el uso de Internet para hacer transacciones en línea, frenan la cantidad de tiempo navegado, y frenan el aprendizaje de prácticas seguras de navegación.

Mientras que los colombianos con Internet domiciliario pagan el agua y la electricidad en línea desde sus casas, desde un equipo que usan personas conocidas y cuya configuración de seguridad ellos administran, el usuario de computadores públicos está mayormente expuesto a peligros sobre su dinero y su información personal. Mientras que a los colombianos con Internet domiciliario, a mayor cantidad de tiempo navegado más barata les sale la hora consumida, los usuarios de los cafés Internet pagarán siempre los mismos mil pesos por hora adicional, frenando la cantidad de tiempo navegado.

Como corolario, la navegación de la mayoría de colombianos queda restringida en tiempo y en usos, en una actividad que requiere tiempo en línea para aprender prácticas seguras. Cuando uno ve los mapas de cafés Internet en nuestras ciudades los ve distribuidos por todos los barrios, ricos y pobres. De hecho, casi no existen en estratos altos. Por qué si hay red para que opere un café Internet de Bosa, en una zona pobre de Bogotá, no conectan esa red a los hogares vecinos? Una respuesta es el costo de los computadores.

El gobierno podría invitar al mercado a financiarlos a estratos medios y pobres. Celebro que el Ministro Molano quiera subsidiar el acceso a Internet a estratos pobres. Entre otras razones porque evitó que se perdieran para la política social los subsidios a la telefonía fija, a los cuales injustificadamente se había renunciado.

Ministro Molano: Qué tal invitar a los operadores a financiar computadores por la compra de planes de Internet y telefonía domiciliarios, como se hace con los celulares? Que los subsidios no solamente apalanquen cobertura, sino también crédito para los computadores en los hogares de los colombianos.
